There are quite a few free image editing programs that you can download & use. The one I have found to work the best for what I want to do is a small, yet powerful (and free) program called "XnView" I advise you to scroll down to the bottom of the page (After you clicnk on the link I post below) and under: XnView v1.92 Complete version you'll want to choose the "Setup (Multi-language) Server 1" option, as it's the easiest to install & get up & running if you are new to the program.

XnView is a utility for viewing and converting graphic files.

Windows Movie Maker 2, is actually a very good, if slightly generic movie making program. It's very easy to use & so should take you under 30 mins to learn most of it's secrets. I have posted a guide here on how to use it that you might want to read if you have any questions, as well as some video editing software to use in conjunction with WMM2 & XnView.
