Voice_Tweak.exe

I have loaded both Half Life and Half Life 2, store bought games and am able to play counter strike with no problems. I recently bought a pc headset and want to set it up, the problem I'm having is the required file voice_tweak.exe is nowhere on my hard drive ( and I mean nowhere after hours of searching). Where can I download it? If you could post a link, or help I would appreciate it.

you can tweak it in game using the "options"

Tried that doesn't work, I need to configure the mic. Really need to get a copy of voice_tweak.exe can you help?
