VSync On Or Off?

I've heard a lot of different things about VSync. I've heard positive things and negative things. I know its supposed to stop texture tearing but I heard there is something else it does too that is a bad thing but I forgot what it was. So my question is, should I keep VSync on or off? I have a Radeon 9800 and I run my refresh rate at 100 hertz.
 
There is no "positive" or "negative" about it, it simply is.

If your refresh rate is 100hz, and you get 150-200 fps in a game (NOTE: WITH VSYNC OFF) and never (or really rarely) drop below 100fps, turn it on. It will prevent tearing when moving fast (lock you at 100fps).

If your refresh is 100hz and fps is around 50-100, turn it off!

If you cannot maintain 100+ fps, it will cut in half (50 fps) even if you got 99 fps behind the scene. THis is so the screen maintain its sync.
 
Ah, alright. Thanks for the info. Well, I'm going to keep it off then because I KNOW I wont get more then 100 FPS on Half-Life 2.
 
You know, when HL2 comes out you could try it with or without to find out whether its good or bad :P
