Water Cooling Systems

What does a Water Cooling System actually cool down? Does a water cooling system reduce the temperature of your CPU or SYSTEM? If so, what kind of difference in temperature would there likely to be. Also, how much is a good one and can anyone recommend one to me? Any info from people that have such systems would be greatly appreciated.
 
Of course it reduces the temperature of you cpu. You can see anywhere between a 5% to 60% decrease in temps over air cooling. Systems...eh no idea.....

I don't know anything about liquid cooling systems. I imagine it works the same way the radiator in car works.

Real question - Is there any problems with condensation when using water cooling?
 
No the tubes flowing the water are sealed tightly and idk what its called but there is some kind of material the tubes are made out of that don't give off any condensation. So the tubes are always dry, yet plenty of crisp cold water flows through them.
