Water Hazard Problem (Possible Spoilers)

I am currently at what appears to be at the end of water hazard, however I seem to have hit a bug.

I am in the large area around the dam, where you are forced to destroy the chopper.

I have destroyed the chopper, killed the enemies in the building in the island, seen the G-Man (I think), and opened the far left gate of the damn.

I then jumped through said openning, and dropped a significant distance. At the bottom, I turned right, and was greeted with image below.

I have tried restarting, and playing again from earlier save points (although all those saves were still in water hazard).

I should also note that no loading took place during the fall, or after landing at the bottom. I say that because it appears to be the end of the area.

yeah I'm pretty sure that there was a load point there...does this happen if you retry?

Yes, as indicated I have retried several times both from the closest save and saves from earlier in the level.

I decided to start over from the begining of water hazard, and now the next area loads correctly. Strange, but I'm not complaining since I can get back to playing.

There's a booth with a switch.
That's definitely a nasty bug. It is a loadpoint.
