Water Hazard

I am stuck on a fenced wharf outside a room containing two large tanks. There is a damaged and sparking lock gate control wheel on this small wharf, and a high crane over the canal suspending some swinging steel girders. I am unable to find a way out or to progress. Could anyone give me a clue here, please.
