Wavey internet explorer?

I'm not sure if I should be putting this in hardware and software, but whatever. Does anyone know how to fix this gay little wave thing when you scroll on the internet explorer? I just got my computer fixed, so the retarded tech must have placed all my setting badly. Help?

Oh, most of the time that's because your graphics card doesn't have any drivers installed. Another option is that hardware acceleration is disabled:
Right-Click on desktop, select "Properties".
Go to the "Settings" tab.
Click "Advanced".
Go to the "Troubleshoot" tab.
See if the slider is all the way to the right (At 'Full').
