This is really annoying. I just got orange box and i'm getting this decal error. Any help would be great. This is episode 1 by the way.

I've seen that before, especially in mods with custom made leaf textures. Makes it look like it's been wrapped in cling wrap.
As far as I know its just some buggy transparency that reflects light the wrong way. Especially under the flashlight. Haven't had that issue with the episodes though. Try fiddling with some graphics card settings, see what that does.
Failing that, wait for valve to fix it, or imagine the combine bleeding sheets of cling wrap.
