Weird texture effect on some models.

Ok so I just got an ATI 9800 all in wonder pro today and fired up HL2, it runs pretty good and all except one thing. I noticed like this weird texture overlay on the NPC's (human ones like alyx and father gregory and the citizens). It's almost like a flicker, its hard to explain, a screenshot doesnt really show it off well. Anyone know what to do? I tried searching for a similar problem but I cant find anything

Perhaps update my drivers?

update drives, install directx9.0c, other then that, I'm outta my league.
