What are the steps for creating a server?

Ok basically I just need to know what the steps are for creating a CSS server. Like, what does the hostname mean? What do I need to fill out in the boxes?

Hostname : Name of your server.
Ummm, what else is there...
Flashlight on/off : Bit obvious
Footsteps on/off
Starting money : The amount of money you get when connecting to the server.
Amount of player : Obvious
Most of the things are quite obvious...
