What does cl_smooth_0 and 1 do?

What one will make the game look better and what one will make it run better? thanx

cl_smooth is all about registering mouse movement. cl_smooth 1 is supposed to be more precise in recording mouse position, but I find it makes the game quite a bit jerky. cl_smooth 0 seems to perform better and I honestly don't notice a difference in how precise the mouse movement is. At least that's how I understand the command.
