Considering the thread title, I don't think we need spoiler tags.

Apparently if you snipe Derrick - Francis goes into your phonebook and you can call him to remove wanted level. Not sure about anything else.

Francis' ability was completely useless for me, I tried using him many different times after getting the ability, but it only worked one time, every other time I tried I just got his voice mail.

The Francis perk only works once. This is because it can remove all 6 stars if necessary. There's a girlfriend that can remove 3 as many times as possible though.
