What is the proper way to install drivers?...here are details

hey guys, I just got my new computer built and it seems that my ati drivers (x800 xt pe) are dated in august. How do I install the 4.11 drivers? I just want to know the proper way to do it...ie. What is the procedure for installing new drivers. Someone please help lol..
