I saw this movie a long time ago.... This guy has a pet baby alligator. Then he gets sick of the alligator and flushes it down the toilet. The alligator lives in the sewers and grows up to become a gigantic alligator that eventually comes out of the sewer and attacks people, a la Godzilla...
