sorry if this has already been asked but why do the combine keep humans alive. if they had the power to win a 7 hour war and send humans to cities why didnt they just destroy everybody? they didnt even enslave them all. do humans serve any purpose to the combine? keeping humans alive was the biggest mistake ever we ended up over throwing the combine and kicking there jump suite asses.

Dr. Wallace Breen negotiated with the Combine Empire and was able to make peace with them. He was rewarded with power and made administrator of Earth. In exchange for peace, the Combine did in fact enslave the Human Race and significantly reduced the planet's supply of natural resources. They exterminated most of the human populace, and the rest were grouped into cities. The Combine also installed the Suppression Field to stop people from reproducing, and used the power from the Citadel to support it.

You asked what purpose the humans served while they were ruled by the Combine. Well, some dissenters were biomechanically modified into Stalkers to help with repairs in the Citadel and were used for other means as well. Others joined the Civil Protection to aid the Combine and to get 'decent meals'. The CP's kept the civilian population in check, and initiated beatings, interrogations, and occasionally executions to unlucky people.
 
They used the people creating Combine soldiers, CP, and Stalkers to repair the Citadel.

If it wasnt for Dr. Breen, though, we would have probably been all killed.

Well, you see, they actually were planning to blow up earth after they had won the war. It's just that the damned tractor beam on the death star was broken again and they had to get repairs done before it could be moved.

That depends when and where.

Nowadays most people have a moral compass, but back then that was almost non-existent. You have no idea the gruesome things done to the local population in world war II when armies invaded. They are far worse than what the combines are doing now. We're talking human experiments that involves removal of the stomach to see if a person can survive, switching the right and left leg around to see if they still function, draining the blood and replacing it with horse blood to see if the human can survive and tons of other gruesome experiments that the governments most likely hid to prevent national embaressment.

The combines probably needed some human guides for all intels on Earth, afterall they are strangers to the planet.
 
The Combine have a galactic empire of sorts, assuming as much. Humans could be relatively useful in stripping the planet of resources, and can easily be killed off later. Yes, they managed a small resistance, but if the Combine were to bring in a sizable strike force we would have no chance. That's what White Forest is for, to stop this from happening.

Breen likely made a deal to sell humanity off, but managed to keep them from all being killed. Although, the idea of slavery vs. death is still there. Breen chose slavery.

Yes, he's a leader of sorts. But he's still underneath the Advisors, so he has no true control, just charisma.

Galactic imperialism, rule by dominance rather than hegemony. The Combine are the science-fiction Assyrians! Perhaps once the Combine fall, Neo-Combine will rise up as they did in 900 B.C.E.! Ha, ha!
 
Little is revealed of the Combine's rule outside of Earth, but dialogue in Half-Life 2 states that they control worlds in different dimensions and inhabited with a range of species. Combine appear on Earth after the death of the Nihilanth, the boss character at the end of Half-Life. The death of the Nihilanth, a powerful creature controlling the dimensional rip between Xen and the Black Mesa Research Facility on Earth, causes for the rip to worsen, resulting in "portal storms" which spread the hostile wildlife of Xen across Earth. The Combine manipulate this tear in the spacetime continuum, widening it to allow access to Earth from their dimension.
