what's wrong with China's space program?

let's see:
1957: first object sent to space (Russia).
1961: first man sent to space (Russia).
1969: first man sent to the moon (US).

4 decades later....
2003: first man sent by China to space.

5 decades later...
2024: first man sent by China to the moon (expected).

I don't think the Chinese are that dumb. What's wrong with their space program?

China is a newer superpower, and they are unlikely to dominate space until they have found solutions for their internal and international affairs.

Secondary cause: Thinks to Mao who triggered off Cultural Revolution, made us laggin' behind for decays.
