Whats wrong with my 9600 pro 128 mb

I heard you are supposed to use rage3d for overclocking ur video cards right? Well see i bought this new computer and i ordered ati radeon 9600 pro 128 meg, and see my card's graphics memory speed is only 200 mhz, half of what it should be, and my core speed is 400 mhz just like should be and rage3d will only let me up my video card memory up 263mhz, now did the place where i ordered my computer send me the wrong video card or is there another program that will let me up my video memory speed to 400 mhz?

DDR memory = (in effect) 2 times as much

so memory clock speed of 200 mhz = 400 mhz

The powercolor EZ version is clocked at 400/400. Instead of the stock 400/600.

i didnt i ordered it from ibuypower.com with my comp and on the sheet the packing slip it says ATi Radeon 9600 128 mb OEM

OEM... hmmm, possible underclocked model, maybe?
