No one on this forum can just "give" you the update, it is downloaded automatically through Steam. Unless there is somewhere you can manually download them...that I dont know about...

If you are online, which you must be to be trying to connect to a server, load the steams game list, right click CSS, select properties and click "Keep this game up to date". Restart steam. If its not up to date, it will automatically update.

Of course, from the way you describe it, it sounds like your not running steam (As you say you are downloading updates), which means you are running a pirate version. If thats the case, I suggest you don't come back here without a flame retardant suit on.
