Where can I get UPaint ?

I bought Unreal Anthology on the weekend but it does not include the UPaint utility that ships with the full version of UT2003. The anthology doesnt include UT2003 but you would think it would come with UT2004.

Is there a place I can downlaod it from? I cant find it anywhere
