ive never seen the x700's performance, but the 9800pro has more than enough in its locker for the latest games, and upcoming releases for the next few years.
in the uk you can get the 9800pro for around £110. dont know about us prices though....
also help us out by giving us your pc specs if you can. we can then tell you which card to get...or if you cant get either lol.

Get a 9800 - it'll do the job perfectly and it's cheap.
Ignore people talking about bottlenecks, they don't understand that 90% of systems are bottlenecked anyway by one component or another, and that its really not a problem - the better the gfx card you have the faster it'll run, bottleneck or not.

Oh and the X700 is a 9600 but with a PCI-E interface. So the 9800 PRO will kill it in everything.
