Snake, he's got experience in long range sniping. Proper eqiupment and drugs to help him steady his aim. Sam doesn't snipe, he just shoots long range with a rifle.

He's got night/thermal/EMF vision. And he has uber stealth capabilities.

He'd win through getting the most kills, but Nukem and the Arbiter would just cloak repeatedly and/or turn sideways for the whole fight and not get killed.
