Why are bots not totally removed?

At the moment there are more bots than human players on DoD:S servers. They are all just spectators. Why do they even exist? Their sole purpose is to lure players onto empty servers. Also their existance makes Steam map reports like this one http://www.dayofdefeatmod.com/stats/maps.html absolutely ridiculous.
