why have steam's server reporting, as well as steam itself, go offline lastnight as w

like the title says, why?

i redid windows last night, and steam was the first thing i installed after updates and drivers. bandwitdh was fine for a hour or so, and then it dropped to abt 256kb (not KB) and stayed that way until 2:43 am.
anyone else know why?
