Why no HL: blue shift?

I thought that with the steam version I got all of the valve back catalouge games. So how come I don't get Blue Shift? I already own Opposing Force but never got Blue Shift, I was hopeing to play it. Is it not a back catalouge item yet? Will we get it later?
