No, just install Steam, sign into your account, and you can download it all again. Just make sure that you write down and remember your username and password correctly, otherwise you're screwed.

Yup once you redownload steam all you do is log in your account like normal.

remember however, you will have to re-download all the content you want back (Hl2 preload etc)

so you might wanna throw your cache files onto a couple cds/DVD.

2-due to your mistake noted in #1, why are you planning to "format" your computer, I am sure you'll screw it up.

Anyways, you won't have to download the entire 10 gigs (somewhere around there) if you have any of the original HL cds. You can install thoes first, and steam will do the rest.
