Activision published the retail version, but DOD itself was a HL mod bought by Valve.

Thanks for clearing that up. Many people on the Steam forums said it was going to be distributed through Steam which seemed very unlikely to me.

there's no plans for it yet...but Valve has said that they'd be interested in distributing other game companies stuff through steam aswell...(I guess source powered games)
