no, you wont need to pay to use it. Unless your "renting" on it. Which I think is approximately $10 per month. That entitles you to use all games on Steam I believe. But only while your paying. I don't think this pay scheme has come into effect yet, their still testing stuff. When its all working you'll also be able to buy things across Steam aswell.

Steam itself is free, but the content on Steam is not, but if you have a CD Key ofr Half-Life, Counter-Strike, Opposing Force, ETC then just one Key will give you access to all of Steams Games as of right now.
