i heard there is a limit to max fps in xp, is that a hinderence to gaming? can i disable it?

Where'd you hear this? By default, vsync is set to "default to yes" on graphics cards in XP. You can disable vsync and get above 60FPS, or you can simply run games in a higher refresh rate than 60Hz.

your max fps is relevant to moniters display timing, which is often set to 60hz.

If you have a good graphics card its much better to lock your max FPS to the same as the monitor refresh rate (usually 85 or 100 cycles/frames a second). Crying because you're only getting 85 frames a second instead of 300 is a really stupid thing to do.
