Windows Installer/Email/Service Pack 2 troublshoot

I've had this problem where everytime I open an email client, Windows Installer comes up, tries to install "Microsoft Money 2002 System Pack" and then fails because "Error 1606.Could not access network location []:."

I have to press Cancel a couple of times, and it goes away usually after the third popup and then I can continue on with whatever I am doing.

It only happens if I open emails or microsoft money itself (which I never, ever use) It even happens on browser based email such as gmail, not just on Outlook and such.

This has happened since I got Service Pack 2, a while back. It's not that big of a deal and doesn't stop me from doing anything so I haven't bothered to ask about it until now.

How can I get rid of this? It used to happen for almost everything, but I got "HijackThis" and narrowed it down to only email, but now I can't find a way to kill it once and for all.

Bump.

Not to be spam, I've also just run Registry Mechanic, and of all the things it fixed this wasn't one of them.

Hope someone out there knows what to do, can't find anything on this
 
If I go into Add / Remove programs in control panel and click remove.. it tells me the EXACT same thing it does that pops up when I open an email service-

"Error 1606.Could not access network location []:."
