CS:S will mostlikely give you a message when it has been unlocked. Just like when the preload started. If you get a random update, don't get too excited and start making threads. Unless you are completely sure it is unlocked. This will reduce some of this trash we have to sift through just to get to the good stuff.

I got a message when I restarted Steam and the preload started You probably have to have the "Notify Me" boxes checked under the Account Settings.

We got a pop up when Condition Zero was starting to pre-load AND when it was unlocked. I assume this will be the same.

Just keep your eyes on the front page. I'll probably get a press-release once it starts from Doug Lombardi. Once that's posted, and it will be within 180 seconds of me receiving the e-mail , just restart Steam and it will all be available.

The pop ups don't appear unless you've got them activated in your Steam settings and until you restart Steam.
