word dawgs. I haven't played c-s in like 3 months or so and just dropped a new hard drive in this baby and decided to start playing again. But anyway, since I reinstalled the game runs alright but it seems to skip a beat or studder every so often and it can really **** me up and its quite annoying. my rates are :
rate 23000
cl_cmdrate 70
cl_updaterate 70
cl_rate 9999
cl_cmdbackup 2

On a 1.5mb DSL connection, getting zero loss and zero choke, good fps, but the game still "skips" it's freezing for a second then jumps to where i moved while twas frozen. but yeahhhh any ideas would be appreciated because I have no clue why it's doing this.

do you have any other programs running in the background because if the cpu is running 100% it could cause that

Are you sure you have that with all servers? 99% of the time those symptoms are caused by server side choke.

Also check to make sure that you're not using swapfile for some of the textures/models, which would explain small jumps between it being cached off your harddrive and into your RAM.
You can increase the heapsize by typing '-heapsize [Half your total RAM]' (sans le quotes). I have however had better performance using the full RAM number (for me 1gb / 1024000 or something), so you may want that.

naw it's not my cpu or workload on the system. I'm running off my laptop which has a P4 2.8 ghz and 512 mb of ram, 128 dedicated to the graphics card, not a stellar machine but you dont need much to run 1.6 and it ran it fine before. And yeah, it's on every server, I'm thinking that maybe it's the new hard drive? it's only 4200 rpm which is crappy but i think thats the same speed that was in here before...
