Anyway, the dove is there in the game, check out the beginning of the last chapter of HL2. Maybe it's there to symbolize the peace that the nice, civilized Combine are attempting to bring to the savage humans?

Honestly, I have no idea. I didn't put this image in jpg form, and I don't know who originally did. I'd love to know how to grab more of the textures from the game.
