oh i did the little rocket man one legitimately, but some TF2 ones either require co-operation or extreme luck, i mean TF2 ones actually reward you for getting milestones etc, but the half life 2 ones i've done normally.
What you do is turn sv_cheats to 0 and save your game after spawning the gnome, then type retry in console and it should reload it with cheats off. It's how i got TF2 achievements with bots in a game with only myself.
You must know that black mesa did have housing for families and/or relatives of the employees working there, as they had several dormitories for the workers, they didn't just pack up and leave the facility every day.
