nah use 4.9 based on 4.11 it was a hotfix for a 256mb mem bug the driver is also better then 4.10 and has big performance increase specialy if you have 256 mb mem http://www2.ati.com/drivers/hotfix/wxp-w2k-8-07-018380E.exe

in case you still have problem go to start -> run -> dxdiag go to display tab see if all is on if not try to turn it on else find driver cleaner google it and clean drivers and reinstall
