Geeze, I would rather have HL2 in November with less bugs or an added feature or two, than have it in September unfinished/unpolished. If they have a reason, they will do it.
Grab the all in wonder. It might drag out 10 watts extra power at the most, big deal. The performance will not take a hit in even the slightest way unless you are watching TV while playing HL2 (by the way, this is a valid option, you CAN do it!)

In HL1, singleplayer, bullets (not projectiles like rockets) were instant hit, just as it will be in HL2. CS implemented a bullet speed system, which was also stated as possible with HL2.
