If you restart steam while having the game set as "Update automatically" then it will update after you restarted. Also if it's not to "Update automatically" then it will download it when you start the game.

It's just a spoofed email. Some bott probably found your email on a Half-Life related site and gave you emails from Gabe.(You can see by the name he's using "Gaben".(i.e it's just taking the name from the email address) That or a friend of yours has a worm, and then it could be spoofing one...
