Just skimmed through the thread and it looks like m00b has provided information to make a working one, however Interlopers.net have just made a mounted machine gun tutorial with lots of info on the parameters, so maybe this will help some:

Snarkpit has a tutorial but I don't know how much it will help if you already have some form of working rain, even if it is buggy. I assume you are doing it in CS:s (where I assume there is a rain texture) otherwise you might have to make the texture yourself...

This is a concern I have had for a while, I recently sent off an email to Valve and just checked my email and this was the reply about publishing from Greg Coomer:
Make a big box surrounding your map (top and bottom too) and give it the material Skybox. Then you can change the type of sky by going to Map>Map Properties and its one of the options there
Sound like you have accidently changed the fade distances (the circles at the centre of the model when selected)
Select the offending props, alt enter, and change the Start fade distance to -1 and end fade distance to 0.
As for the ammo and stuff, is there an otion in 'flags' of that model...

The two spheres in the middle are for draw distances, it tells the engine when to start making something in the distance disapear for perfomance purposes.
You can drag them out to where you want it to start disapearing and end disapearing.
