Thats not how steam works, once you pay for a game its stored on your account that you've purchased the game i.e just log into any ones steam useing your account any where in the world and download the game you payed for at home simple :)

your forgeting there has to be some partnership as there is still copyrights to get round and as we can see in the CS1.6 beta they've changed the gun names for that reason. But it still doesnt add up as why change the gun names in one valve title and not the other? Maybe just some legal crap
