Of course it's optimized for ATI cards, but it's also optimized for Nvidia cards, or Matrox cards or what have you, this is why the Source engine is so flexible and able to run on vastly different hardware configurations.

I'm sure texture artists don't always stay specific to the game being worked on, it's likely she does both HL2, CS2, and TF2 textures whenever they're needed.
Okay so the textures could be a year old, the maps only 5 months, the gun models could be from the month before E3, the engine could be from a 3 or 4 months before E3 so it was stable, the monsters could be from 8 months ago.
Fact of the matter is, we don't know.
I believe it's a miscommunication in the fact that Sept. 30th IS out for the 2003 holiday season, but people took the holiday season comment to mean the game had been delayed when no such thing was EVER said. It is the sites reporting the news that turned it into a delay.
