Maybe shutting down the Steam forum is a good sign -- maybe it means they are aware of the problem and shut the forums down to avoid a deluge of adolescent rants.
I'm in the same boat. It seems I can run non-Source games. Here's a theory: how many with this problem modified their HL2 config file to try to get around the stuttering problem (or just for fun)?
What's your sound card? I don't get stuttering during speech, but I do ocassionally have the problem with a weapon sound or an explosion sound stuttering when first introduced. EDIT: Mine is an Audigy2
I think you may be having a different issue. This issue did cause audio stuttering because of hard drive thrashing for the textures, but it rarely (if ever) happened during speaking. It was most pronounced in large outdoor areas (for me).

This one is a bit counterintuitive. I sat there and tried to sawblade the electrical cables and shoot out the board in the window to no avail. YOu have to go INSIDE the building and flip a swtich to turn it off. NOT a physics puzzle. An old fashioned, FPS switch flipping puzzle.
I have identical specs. AFter experimenting, it's the texture detail. If I turn it up high, you get stuttering and stopping as it thrashes the hd for textures (I assume). When I turned the detail back down to medium, it almost never happens. More RAM may just do the trick.

Um, I've got bad news for you. Retail copies have to be authenticated over Steam. The only difference between you in me is that I've got HL2 on my computer already. You'll be in the Steam Authentication queue along with all the other purchasers, Steam or retail.
I hope so...this is a big test for Steam and the activation process. I'm just afraid that this worldwide release at the same time is going to be more massive than they could anticipate. A lot of folks will be staying up a Loooong time to play this thing....
Steam looks to be under a bit of duress at the moment. Bandwidth usage is crawling upward steadily and the player counts keep diving, and we still have ~ 8 hours to go.
I think mass unlocking at 12:00 worldwide might just take Steam (if not the Internet) out.
