Just run the exe if you downloaded that or if you downloaded the zip unzip it into your \Valve\Steam\SteamApps\SourceMods\ directory. Once you do that restart steam and it should show up in the list.

No idea yet. Looks like they've made a decent amount of improvements/additions. Its over a 200mb download though and I'm not halfway through it yet. Probably won't try it out myself till tonight.

Public alpha has been out since last Christmas. The Beta was supposed to be released this christmas but it was a couple days late due to a couple last minute bugs. http://www.goldeneyesource.com/ More information there.
