110 psi is a pressure, and it's not a huge amount of pressure either. 110 pounds of force acting on 1 square inch of surface. But they don't say which surface they are using. How can you measure pressure on your balls? Is that assuming that your ballsack was uniformly pressurize, like deep underwater? And how are they defining failure? Your tissue would probably yield and deform before it ripped or anything. You definitely couldn't rip someone's balls by applying a uniform pressure to it.
