A 3rd Party Program For Steam?

In the steam update thread on the HL2 General Discussion a Australian said there is a 3rd party program that allows you to choose a server you want to download from.

Does anyone know about this program and if so where can I obtain it from?

Never heard of it, and if VALVe wanted you to be able to change server dont you think that they would have implemented it into Steam.
