So, if the G-Man ISN'T working for the Admin, then who are his mysterious "employers."
The G-Man working for the Admin and sending Gordon into City 17 makes perfect sense. Gordon is being sent into City 17 to infiltrate the rebels. He probably isn't TOLD this flat-out...remember that the G-Man manipulates, and rarely would be so straight-forward...but the fact that so many of Gordon's old allies are now part of this underground revolution (Eli, Barney, Kleiner, etc) would mean that Gordon would be accepted without question.
If I were to guess (and it IS a guess...I've avoided reviews and leaked plot points), I would assume that the G-Man is using Gordon and the rebels to take on a specific threat. Just like he used the marines as cannon fodder in HL, he's using the rebels in HL2.
