what? no - its a HEV suit not a magic suit

You'd have to do it via modding. Alternatively, I think there is software that can be used to extract files from the GDFs, so you may be able to extract the HEV audio sounds and string them together, or whatever.

Google GCFScape. It requires .NET framework 1.1, so make sure you get that via Windows Update. That'll allow you to extract the sound files from their place in Steam's virtual file system. Then, just put overrides in an analogous place in your Half-Life 2 folder, and they'll be used instead of the ones inside the Gcf file.

You could open the original Half Life GCF, but the sounds files for the HEV are limited.
