Click "New Thread" and scroll down, click "Yes, post a poll with this thread"

yup just click where it says make a poll

Be sure to specify how many chioces you want for your poll, then click submit post, (don't forget to type a message), then describe what the choices are for the poll, and then VOILA! you have yourself a poll.
