Are there any way to use the console in the server? For example, some random players can use the admin's console to type something in.

Those are admins, using rcon (remote console) and possible an admin mod of some sort. If you want to use them, become an admin.
If you just want to check your console, enable it in your keyboard advanced options then press ` (~) in-game to check it. You can also see who you hit for how much and who hit you for how much. Nice little feature imo. Other then that the console isn't much good for the average player, other then making demos or getting somebodies steamID.
