Example. We've all played TFC before, probably on a server with class limits. Some unskilled person takes the sniper position simply because they have the fastest ping. Meanwhile he keeps getting killed, and really isn't doing any good. Sure you may be able to kick him if enough people vote, but otherwise your stuck.
AA make you get a set score before you can even use that rifle. Just like Medic, and now.. SF.

as Have I, I was rather effective at it too, however as the new versions have come out, I have found myself playing it less and less.
good observation, however the only person who mentioned CS was me, and I used it in a different context... I hate CS too.. where does that leave us?
I played for a good year or so, I just dont enjoy it anymore, and some people wont enjoy it period.
