Well not "legal" but it stated that those would be much less enforced than they are already, so basically legal enough not to go against state laws. Personally I think they wanted that passed so come next time they can vote to legalize marijuana.

Prostitution was legalised here not too long ago. The idea was so they could concentrate on getting underage hookers off the streets and stop fighting a losing battle against prostitution at large (just like marijuana ).
