Any other way to use cheats?

Is there any other way to use the cheats expect the console mode? Or can I run the console in the "Launcher.exe"? Because "hl2.exe" isn't working.

Console mode is easy to use for cheats.

Start up the game, go to Options-->Keyboard-->Advanced and make sure Enable Dveloper Console has a tick next to it. Then press the key to the top left of the keyboard, next to 1. And there's the console.

You shouldn't need to alter anything to get it working.
